CM announces ex- gratia for fire victims

ITANAGAR, May 17: Chief Minister Nabam Tuki has expressed shock and grief over the death of five persons in a fire mishap at Ngopok village in Mebo circle near Pasighat on Tuesday night.

The deceased have been identified as Okiling Megu, Olik Yirang, Karneil Gamango, Biju Das and Darbin Gurung. Atting Yirang, the owner of the ill-fated house, is reportedly recuperating at Pasighat Hospital with burn injuries.

As an immediate relief measure, Tuki today announced an ex-gratia payment of Rs 1.50 lakh each for the deceased. Sufficient relief amount will also be released to the injured after receiving the exact expenditure required or incurred for the treatment.

In a statement, the Chief Minister reiterated his concern over the repeated occurrence of fire mishaps across the state and appealed the people to adopt preventive measures and remain vigilant in fire-prone dwellings.

 

BJP district unit demands inquiry

ITANAGAR, May 17: Bharatiya Janata Party, Lower Subansiri district unit has urged the chief secretary to enquire into alleged violation of norms while implementing the 7 km road project from Ring road to Reru village via Mide in Ziro-I, Lower Subansiri district.

Alleging complete violation of standard norms and prescribed guidelines in implementing the road under central road fund (CRF),  the Lower Subansiri district BJP in its complaint letter to Chief Secretary said that the authorities did not invite necessary open tender for the road work.   Moreover, the implementation of the road project without considering the necessity  of  road alignment would have adverse affects in future, the BJP unit said.

The BJP unit sought the intervention of CS for proper enquiry  into the alleged lapses and violation of the prescribed guidelines in awarding works.  The party unit also demanded fresh tender for this CRF road project.

 

Sakadawa

Itanagar, May 17: With the start of the Holy  Buddhist Month “Sakadawa” from  May 21 next, the Itanagar Buddhist Cultural Society (IBCS)  is organizing recitation of the entire volumes of the holy teachings of Lord Buddha called “Bum” for the benefit of all the human beings and specially for world peace.

The recitation ritual will start May 21, corresponding to 1st day of the 4th Lunar month and conclude on June 5 next, corresponding to the 15th day or Purnima.

 

 

Contractors seeks enquiry

ITANAGAR, May 17:  All Arunachal Registered Contractor Association (AARCA), in a letter has urged the state chief minister to initiate enquiry into the alleged irregularity in awarding contract works under SPA scheme during 2011-12 at Deomali Electrical Division, Tirap.

AARCA, in its letter to the CM alleged that the works under SPA scheme of shifting of the existing 11 KV line from Borduria village to Laho Kocha and extension of LT line under Borduria-Bogapani assembly constituency and restoration works of 11 kv feeder from Khonsa to Tirathju and other electrical installation works in Borduria-Bogapani area in Tirap district were awarded to M/s RB Agarwalla, Khonsa without following SPA guidelines.

The details of the notice inviting tender (NIT) were neither published in daily newspapers nor highlighted in websites by the tendering authority, it alleged.

Informing that a complaint was lodged with Secretary Planning in February 2012 for refusing to issue tender documents to contractors other than one Deepak Agarwalla, son of RB Agarwalla, the proprietor of M/s RB Agarwalla, Khonsa by then executive engineer (elect) allegedly at the direction of an elected leader AARCA urged the CM to penalize the guilty party so that no deserving agency is deprived from such contract works in future.

 

Efforts to keep Ziro clean

Ziro, May 16: A meeting  to keep Ziro area neat and clean was organised by the Hapoli Bazaar Committee at Hapoli Bazar on May 16. District administration, public and entrepreneurs took part in the meeting.

T Murtem, EAC  Ziro urged all to extend cooperation to make Ziro a clean town. The beauty of the nature is gradually being polluted because of the negligence of inhabitants, he said.

However, it is not too late to revive the beauty of the area, he said and requested all the denizens of Lower Subansiri to extend their full cooperation.

Discouraging use of plastic carry bags, he appealed the business community to use biodegradable papers as an alternative to polythene carry bags.

P.N Khrime, Supdt. of Police of Lower Subansiri spoke on decreasing crime trend in the district. He, however, said that it can be minimized if the full cooperation is extended to the police department. He also appealed to all the business community to stand up against illegal activities.

Earlier, Tilling Tat, Chairman Hapoli Bazar Committee demonstrated ways to dump garbage and segregation of waste.

Members of Hapoli Bazaar Committee, officers, public leaders, representatives from various NGOs also spoke on the occasion on the town planning. Many of them spoke on the importance of the cleanliness to attract the tourists, systematic parking of vehicles, regular patrolling, and precaution to avoid fire accidents.

ASVS teachers’ orientation training

ITANAGAR, May 17: The 10 days teachers’ orientation camp for the new recruited and in-service  teachers serving under Arunachal Shikha Vikas Samiti (ASVS)  began at Bharat Scouts & Guides, State Training Centre, Naharlagun today.

Addressing the inaugural session of the training programme, deputy director of secondary education Ebi Lego called upon the trainee teachers to adopt modern method of teaching in the fast changing   educational scenario.

Delivering the key-note address eminent educationist and social worker Sunil Kulkarni explained the purpose of organizing such orientation camps for the teachers. He described the pivotal role of the teachers in shaping the destiny of the nation and also explained the nation-wide educational service  provided by the Vidya Bharati Akhil Bharatiya Shiksha Sansthan.

Arunachal Shiksha Vikas Samiti vice president Tadar Kama also called upon the trainee teachers to take full advantage of the orientation camp.

Diseases in livestock

ITANAGAR, May 17: Claiming prevalence of various diseases in livestock in and around Chayang Tajo, CD block, the BWSCC, Itanagar appealed to the East Kameng district veterinary officer (DVO) to send veterinary experts and veterinary field assistant along with required medicines to prevent spread of diseases.

BWSCC in a release informed that disease in Mithuns, cows, pigs and goats has spread in the area since last few months incurring heavy losses to the villagers.

 

Army recruitment rally

ITANAGAR, May 17: A nine days Army recruitment rally for eligible candidates in soldier GD, technical, clerks/SKT and nursing assistant categories will be held at Pasighat, East Siang district. The rally will start on May 19 and come to an end on May 27, according to a release issued by Army Recruiting office, Jorhat.

The candidates from West Siang, East Siang, Lower Subansiri, Upper Subansiri, Papumpare, Upper Siang, Kurung Kumey, Tirap, Changlang, Lohit, Anjaw, Lower Dibang Valley, Tawang, East Kameng, West Kameng, Longding and Dibang Valley districts of the state may report directly at General Ground Paisghat from May 19 to  23.  Recruitment test for the candidates of Technical/ Nursing Assistant/ Clerks categories soldiers, NCC certificate holders and sportsmen who have represented at state or National level (from all states of North East) and sons of serving/retired (only from Arunachal Pradesh) will be held on  May 19.  The release further said that written test for eligible candidates will be conducted on May 27. Committee seeks eviction drive

ITANAGAR, May 17: Parsi-Parlo Area Development Committee today urged district administration to carry out eviction drive in and around Parsi-Parlo school. It said that numbers of illegal occupants are taking shelter in the school compound making the hostellers difficult to study and creating unhealthy atmosphere.  It also appealed to district students unions and other organizations to look into the matter.

 

Transport dept. exceeds target

ITANAGAR, May 17: State Transport Services, Itanagar for the second time has earned revenue above the target fixed by the government. It has earned Rs 39257267 against a revenue target of Rs 37272456 during 2011-12.

Meanwhile, Station Superintendent, Itanagar said that there were few incidents of law and order problem in recent past, which was an attempt to disturb the working of the station adding that non-existence of proper parking places for JnNURM City Services in the state capital is also a major problem.

However, despite these circumstances, the department has successfully achieved the targeted revenue.

Governor, Speaker brief foreign diplomats about Arunachal’s potentials

Itanagar, May 17: Governor of Arunachal Pradesh General (Retired) J J Singh briefed about the enormous potentials of Arunachal Pradesh in various sectors to eight  diplomats from  European countries who called on him at Rajbhavan, today.

Highlighting the natural resources  of the state the Governor said most of the  mountains and forests of the  state with enormous natural resource are still unexplored by any people. There is huge potential for investment in hydropower, tourism, Agriculture, Horticulture and Forest based industries. What is required is only to have a local partner and technology to start with, he said.

With the proper tapping of the huge natural resources in next 10 years with improved infrastructure and road connectivity, to which the state govt. has given priority, the state will have the highest per capita income in the country and the entire map of the state will be changed, he told the ambassadors. He called himself to be very fortunate to serve  in Arunachal Pradesh which according to him  is a lifetime opportunity to know the land and people of the state.

The delegation  including Ambassadors Borislav Kirilov Kostov of Bulgaria, Miloslav Stasek of Czech, Terhi Hakala  of Finland, Cord Meier-Klodt of Germany, Dr. Janos Terenyi of Hungary, Piotr Klodkowski of Poland, Marian Tomasik of Slovak and Joao Cravinho, Head of European Union showed keen interest in establishing their business venture in the state. While addressing the interactive session with Legislative Assembly Speaker Wanglin Lowangdong and other legislators  at Nokmey Namati Hall, Naharlagun, Joao Cravinho said that the visit of the delegation particularly aims at promoting mutual understanding between North East region  and EU besides exploring  potential  sectors  like higher education, research and climate change for mutual cooperation.

Informing that an EU delegation had visited Assam and Meghalaya last year, Cravinho  further said this year EU delegation is on  a tour to Arunachal Pradesh and Nagaland  to explore the area of  cooperation and promote better understanding.

He added that the visit to the Arunachal Pradesh Legislative Assembly is to pay homage to the central institution of democracy of the state and to know about the  working process of the institution under the prevailing political system.

The delegation also listed some other sectors like coal mining, energy sector, science  and technology, environment, waste disposal management, renewable energy, forestry, agri-horti and industry sectors to explore the possibility of mutual cooperation and collaboration.

Earlier, Speaker Wanglin Lowangdong gave an overview of the constitutional and administrative development and evolution of the parliamentary democracy in the state since the NEFA days. He added that democracy is rooted in the state since time immemorial as a tradition through the functioning of the village councils.

Highlighting the vast potentials sectors of the state, he said horticulture, floriculture, hydro-power  and  tourism  sectors are some of the priority areas of state Govt for economic  development of the people  and progress of the Himalayan state.  Emphasizing on the need  of cooperation  and exchange of ideas in priority sectors, Lowangdong  also called for collaborative approach in transfer of technology and in tapping the vast mineral resources including coal and crude oil in the state.

In his address, leader of the Opposition, Laeta Umbrey expressed hope that the visit will also increase trade and economic links between EU countries and Arunachal Pradesh through the Indian Union.

Legislators Tapuk Taku, JK Pangeng, PD Sona, Bamang Felix, Alo Libang, Dr. Tangor Tapak and Phosum Khimhun also interacted  with the visiting dignitaries.

Earlier,  the EU Ambassadors visited RGU

RGU Vice-Chancellor Prof. David R Syiemlieh informed the visiting members of the various academic programme and research activities being offered by the university. Informing about the  Memorandum of Understanding (MoU) signed by the RGU with the foreign universities, particularly with the Kyoto University, Japan and Semnan University, Iran, he also informed the visiting dignitaries about the research potentiality in the field of biodiversity, language and cultural aspects in the state.  The RGU is constructing an international hall of residence to facilitate the interested foreign research scholars to do research in this part of the country and it is looking forward to sign MoU on research studies with European Universities, the VC informed.

While sharing wide range of information relating to educational and cultural exchange potentialities between the European Nations Universities and India, Joao Cravinho highlighted the research scholarship for Indian students offered by the European countries under different schemes and selection  procedure  for  NE students for  scholarship.He also  highlighted various educational programmes being offered by the different countries of the European Union.

The leader of EU delegation informed that European Universities would be interested to do research on economics related areas, biodiversity and languages in the state in collaboration with the Rajiv Gandhi University.

During  the 45 minutes programme,  the faculties and students of the university also interacted with the  Ambassadors.

Earlier, a copy of RGU Research Journal was presented  to the visiting Ambassadors to enable them understand the state and the region, an RGU release added.

 

 

Probes find serious violation of air safety norms

Panel submits reports on Tawang and Dorjee Khandu chopper mishaps

ITANAGAR, May 17: The reports submitted by the three-member committee of inquiry, appointed by the Government of India on accidents of two Pawan Hans Helicopters in Tawang, including the one that killed Late Chief Minister Dorjee Khandu,  his security officer Yeshi Chodak has highlighted serious air safety norms violation and indicted the air safety regulator Directorate General of Civil Aviation (DGCA), the civil aviation ministry and the Arunachal’s Civil Aviation department.

The probe panel, led by Air Marshal (retd) P P Rajkumar, has indicted Pawan Hans for April 19 Tawang crash that killed 19 people for overlooking flight standards and safety protocols. It has said that better firefighting infrastructure at the helipad could have lessened the magnitude of the tragedy, and recommended measures to be taken by DGCA, the civil aviation ministry and the Arunachal government.

The report states that M-172 passengers died mainly due to inadequate fire services and non-availability of crash equipment and trained personnel. It further says that PHHL operated flights for two years to Tawang helipad without ensuring adequate firefighting facilities and that the Helicopter flouted permissible weight limit by at least 800kg. According to conversation recorded by the cockpit voice recorder of the Russian-built Mi-172 chopper, the pilot, co-pilot, flight engineer and flight attendant were unhappy at being forced to unscheduled stop for the night at Tawang.

Probing the Ecureuil AS 350 B3 crash at Luguthang that killed Late Chief Minister Dorjee Khandu, the report states that it was as a case of Controlled Flight into terrain and points serious anomalies by the Pawan Hans Helicopter Services, Air Traffic Control, Guwahati and aviation authorities at Tawang and pilots themselves.

The helicopter was flying through the clouds and there is great possibility of spatial disorientation, which could have resulted in loss of situational awareness. The pilots were not in contact with the ground and were unaware of their ground position and orientation. The workload of having to fly the helicopter and attempting to make contact with the ground added additional pressure on the pilots. It appears that in such a condition, when flying through clouds, with lack of external visual cues, the helicopter impacted the hill, the report states. The helicopter was neither cleared for IFR flight nor was it equipped with systems like weather radar or ground proximity warning systems, which could have given indications of weather or approaching terrain.

The report also points towards poor flight planning by the pilots “as they were in a hurry” and ATC. Within a span of 14 minutes, the crew tested the fuel, supervised the refueling, repositioned the helicopter and did the necessary checks at Tawang. The helicopter started up and attempted to take off by carrying out a pickup with four passengers on board. Before it was airborne, the domed chopper made three failed attempts because of overload. First OSD to CM was offloaded, followed by offloading of luggage. The third time was because the door of the helicopter was not closed and locked properly. The report stated that the deplaning of a passenger and luggage indicate that the Load and Trim were not calculated and attempting a take off without ensuring that the door of the helicopter is closed and locked is an indication of poor flying discipline. No passenger manifest of the flight was available with the Aviation Officer Tawang, or any other representative which is a violation of the laid down procedures.

The ATC at Tawang informed the pilot that the Sela pass was partially clear and Bhutan valley was clear. As per the PHHL SOP, in case of bad weather, the helicopter was to route via Bhutan valley. However, the pilots insisted on routeing via the Sela pass. The violation of SOPs, laid down orders and flying discipline is a contributory factor to the accident, the report makes it clear.

It further stated that there is a lack of consistency and understanding of operational aspects particularly to North East and Pondicherry due to non availability of permanent staff. The operational aspects are all centrally controlled at either Delhi or Mumbai. The Pawan Hans Helicopters Ltd does not have any operations personnel at the Director /GM level in the hierarchy as depicted in the organization chart to supervise conduct of Operations.

The report also states that there were no operational personnel at Tawang to brief the flight crew about the weather condition prevailing enroute or at destination. In all probability, the pilots did not obtain the weather at destination. There was no procedure adopted to conduct flight follow-up and the senior pilot who was himself flying was exercising the operational control of each flight.

All aircraft and helicopters irrespective of the weight category be fitted with CVR and FDR and IFR instrumentation systems including Weather Radar and aids like the Ground Proximity Warning Systems, the report says adding that “it needs to be emphasized to all the VIPs not to exert pressure on the pilots and operators to undertake flights where safety may be compromised”.

The infrastructure in the hills at regularly used helipads like Tawang must be improved to include a full-fledged ATC, Met, and Communication facilities, it says while stating that the responsibility of providing Air Traffic Services at Tawang between IAF, the State Government and the AAI needs to be clearly identified.

The report further said that the Commissioner of Aviation, Arunachal Pradesh Government had adviced the Chief Minister against leasing of the single engine AS 350 B3 helicopter for VIP flights as per the  central govt norms and DGCA notification which was overruled by the Late Chief Minister.

The report further says that the tasking of the AS350 B3 helicopter was done by the CM and his Secretariat, directly with the pilots and that there was no representative of the Aviation department involved in the tasking. It also reports strained relationship between the  Aviation Department of Govt of Arunachal Pradesh and Pawan Hans Helicopter Limited. The matter regarding the safety standards, poor serviceability of Mi-17 helicopters and the behavior of the crew was taken up with CMD, PHHL by the Aviation Commissioner, GoAP on various occasions. There was no MOU signed between the M/S Pawan Hans Helicopter Ltd and Government of Arunanchal Pradesh for AS 350 B3 operations.

 

 

Opium battered Anjaw looks for alternative source

HAWAI, May 17: Opium growing farmers of Anjaw district have said they are ready to stop opium cultivation if the government gives them an alternate source of income. This was the outcome of 12 days extensive awareness campaign conducted against drug addiction and alcoholism in the district by department of Tax & Excise, Narcotics, Anjaw district.

The campaign held in major villages of Walong circle, Hawai circle, Manchal circle and Hayuliang observed that the villagers were of the opinion that opium needs to be eradicated from the Mismi Hills, but they also felt the same about liquor shops. They asked how government can ban opium and legalize the selling of bottled liquors.

“We had to explain them exclusively how opium is more harmful than liquors. First of all government employees and educated youths must stop taking opium and set an example to the villagers,” Razzeko Dele, Assistant Professor, IGG College Tezu and resource person for the campaign told this daily.

The campaign began on May 4 and comprised of staffs of Tax & Excise headed by Superintendent P Ete and Inspector Eringso Romat. Other resource person included Dr K K Singh, SMO, Hayuliang, T T Hayee, Horticulture Development Officer, Hawai and Soding Chikro Political Assistant, Anjaw district.

The resource persons apprised the villagers about the impact of opium on health and family, socio- cultural impact and narcotics laws. They also informed the villagers about the alternate earnings through horticulture.

 

 

Rayang lifts 3rd Gora Pertin memorial football trophy

ROING, May 17: Defending champion, Rayang lifted the 3rd Gora Pertin Memorial Football Trophy for a second consecutive year by defeating Parbuk by 2-0 in the exciting final match played at Rayang Football Ground yesterday.  

Naton Noroh, the goalkeeper of Rayang team became the hero of the evening as he saved two clear goals. Noroh was adjudged as the best Goalkeeper of the tournament while Notem Tayeng of Rayang became the highest scorer with 5 goals in his credit. Kangkim Lego of Rayang was adjudged the best player of the tournament. They were awarded with cash prize of Rs 2000 each along with medals.

The Winning Team was awarded a cash Prize of Rs 20,000 along with the trophy, medals and certificates. The first Runners Up team Parbuk and second runners up Jia Team were also awarded a cash prizes along with trophies, certificates and medals.

Yibuk Team was adjudged the best disciplined team.

Speaking in the closing ceremony, local MLA Laeta Umbrey exhorted the young players to play with true sportsman spirit and win the heart of the people. He also called upon each and every one to take the anti-drugs campaign seriously by shouldering the responsibility collectively for making the district free from drugs. He also called upon the youths to abstain from calling bandh calls and other anti-social activities that hinder development process.

He also advocated for joint participation from both the community in such tournaments like Late Gora Pertin and Late Ita Pulu Memorial Football Tournaments in order to instill a spirit of communal harmony, brotherhood and mutual tolerance among the youths.

He further informed that renovation works of Roing township roads is soon to be started covering every sector and village.

Rainstorm sweeps Capital, Mebo

PASIGHAT, May 17:  Rainstorm lashed the state Capital on Wednesday night snapping power supply and destroying number of houses and uprooting trees. The storm that lasted for an hour damaged avenue plantations, electrical poles and fittings of Rajbhavan.

Two avenue trees were completely uprooted and several partially damaged with broken branches. The electrical poles and fittings were also affected due to falling of tree branches.

A cyclonic storm also caused damages at Birup colony here last night as rooptops and plantations were blown away.

Birup Colony Welfare Committee (Raj Nivas) appealed to the relief and rehabilitation department to grant compensation and provide temporary shelter to the affected families of the said colony. Atleast 30 families were reportedly affected by the storm.

A cyclonic storm swept across Borguli, Kiyit and Ngopok villages of Mebo circle blowing away rooftops of many thatched houses, granaries and uprooting trees and electric poles yesterday evening at around 8 pm.

The storm also caused extensive damage to the staff quarters of medical deptt. and ME School building of Borguli. However, no casualty has been reported so far. East Siang deputy commissioner Talem Tapok instructed the district relief and rehabilitation officer (DRRO) to take stock of the situation, reports DIPRO.

 

 

Outraged Arunachal writes to Assam

Bike rally and anti-Arunachal slogans by CPM at Tarasso

ITANAGAR, May 17: Arunachal Pradesh Government has strongly condemned the intrusion of people from Assam at Tarasso under Papum Pare district and holding a bike-rally carrying CPM flags and shouting anti-Arunachal slogans on May 16.

 

The Chief Minister has written letters to his Assam counterpart Tarun Gogoi expressing his displeasure on repeated acts of breach of status quo on part of people from the neighboring state. He called for immediate and personal intervention of the Assam Chief Minister to initiate legal action against the intruders for creating tension along the inter-state boundary and disturbing the age-old harmony being maintained by people of both the states. He has been specific in mentioning that if any drastic action is not initiated at this moment the situation may snowball into a major confrontation that will not augur well for both the states.

He said that legal action is necessary against perpetrators of such acts to prevent others from repeating such acts in the future.

The Chief Minister has also written to the Union Home Minister P Chidambarm informing of the incident and calling for intervention of his good office.

The Chief Minister Nabam Tuki this morning held an emergency meeting at his official chamber which was attended by the MLA Nabam Rebia, Chief Secretary, Home Commissioner, DGP and IGP. Taking strong exception to the incident the Chief Minister has directed the state police department to immediately deploy additional security forces at Tarasso to regain confidence of the fear-stricken villagers and maintain law and order.

Meanwhile, on a complaint lodged by the Papum Pare district administration, the Sonitpur (Assam) Deputy Commissioner has assured to take stern action against the ‘intruders’.

“While reiterating our trust, respect and love for Assam and beholding the age-old brotherly relationship amongst the people of the two neighbourly states, Arunachalees are pained by such repeated acts by certain elements from Assam along the inter-state boundary. Our people, who are simple villagers, have been again and again harassed and threatened for no fault of theirs,” said Rebia in a press statement.

In this regard Chief Minister Nabam Tuki had also written to his Assam counterpart on April 14, 2012. Despite it, a group of people led by one Vivek Das, reportedly a local CPI (ML) leader from Borgang in Sonitpur district of Assam, held a bike rally in Tarasso village carrying red flags and shouting anti-Arunachal and derogative slogans hurting tribal sentiments. ‘This outrageous act has shocked not only the villagers of Tarasso but each and every citizen of Arunachal Pradesh.’

‘The State Government is committed to stand by its people and ensure safety and security to their life and property at all costs. We reiterate that any such act disturbing the status-quo and creating social and communal unrest in future will not be tolerated by the State Government’ said Rebia who is also the Government Spokesperson.

Meanwhile,  All Arunachal Pradesh Border Students’ Union (AAPBSU) demanded the state government to immediately deploy extra police force at Tarasso circle in view of the prevailing situation for safety and security of local people.

While condemning the anti-Arunachali rally organized allegedly by CPI(ML) at Tarasso circle yesterday, the union demanded the authority in Assam to book the activists involved in the rally as per law.

It also urged the Arunachal Pradesh government to initiate peace talk with the Assam counterpart till the final verdict on boundary is given by the Supreme Court.

 

 

AdiSU questions govt’s ‘misleading’ statement

ITANAGAR, May 17: The Adi Students Union (AdiSU) vehemently condemned the press statements given by the Parliamentary Secretary for Hydropower on the use of police forces during the conduct of public hearings.

Describing the government statements on deployment of police forces apprehending breakdown of law and order as misleading, AdiSU in a release said that the recent assault on three boys by police near Kaying just a day before the conduct of 1000MW Naying public hearing validates the use of force to terrorize the local people for a favourable public hearing.

“The government, now in debt with the hydropower companies, is forcing upon the people to accept the projects. It is the state government’s faulty decision which has created law and order problems. It is the common people and youths who are opposing the projects and there are no hired goons and mercenaries to create law and order problem. But the government has acted as if they are like combating terrorists and has deployed such large number of forces. It is tantamount to violation of our indigenous and human rights,” the release said.

Out of the five boys, three were badly beaten up by the policemen for no fault of their own. The boys were busy repairing their punctured tyre when the police attack started, the release said.

“If this was not to create a fear psychosis among the locals of Kaying area, then what could be the reason?” it questioned

An FIR was also filed at the Kaying PS on that very night when the boys were beaten and thrown out of the police station by the police.

If the state government wants the project to come up, it should organize proper awareness campaigns on the both advantageous and disadvantageous of the HEPs, the students said.

 

 

Higher education dept. issues advisory

Naharlagun, May 17: Director of Higher Education Dr Joram Begi has cautioned students seeking higher education to verify credentials of institutions from competent authorities before getting admission as many fake institutions lure students for financial gains.

In an official communiqué, the Director said, “ Of late, it has been observed that a number of students are taking admission in various institutions/universities within the country and abroad for pursuing higher studies in different fields. It has been learnt that some of these institutions aren’t even recognized by the appropriate statutory bodies notified for the purpose by the Central or the State Government.”  Such universities/institutions lure the innocent students by issuing misleading advertisements in the various newspapers. These Universities/Institutions cite recognition /affiliation of some statutory bodies which may not be always correct. Taking admission or pursuing studies in such universities /institutions may ruin the life of the students as the degrees awarded by them aren’t officially recognized. This will also mean unnecessary wastage of time, money, energy and hope. Many of these institutions may not provide congenial atmosphere for a good education leading to dissatisfaction and unwanted incidents bringing bad repute to our students and the State too, the statement added.

All the stakeholders, especially the students and their parents, are therefore alerted not to be misled by such advertisements. They are requested to verify the authenticity of such universities/institutions before taking admission in them through the official websites of the various statutory bodies which recognize/affiliate these institutions, Dr Begi said.

Further, students studying in unrecognized institutions and courses are not eligible for award of the State Government stipend, Dr Joram Begi informed. DIPR

 

 

Training on organic farming

ITANAGAR, May 17: A 3 days training programme on organic cultivation and certification process for about 500 registered progressive large cardamom growers was organized by the Department of Horticulture and ECOCERT in association with local based NGO- Amik Matai Society from May 14 to 16 May at Chipru under Chaglagam block, Anjaw.

The participants were trained in registration and documentation of  individual farms, organic cultivation, principles and practices of organic crop production, training on GPS system and organic certification process through Trace Net system by Dr. Abhishek Kumar and Dr. Amit Hatti of ECOCERT, the  France based international organic certifying agency having its presence in more than 120 countries.  

District Horticulture Officer S.K. Gogoi informed the progressive large cardamom growers that steps has already been initiated to register the large cardamom farms in Anjaw under the banner Anjaw Organic Growers’ Federation with the ECOCERT.

It is pertaining to mention here that Amik Matai Society has been identified by ECOCERT to act as Service Provider for the organic certification process for the state of Arunachal Pradesh.

Representative of Amik Matai Society, Babim Boo urged the progressive farmers of Anjaw, especially Chaglagam block which has huge potential of large cardamom production to register themselves with the Anjaw Organic Grower’s Federation to achieve community participation in the organic certification process. He thanked MLA Kalikho Pul for encouraging the organic certification of Large Cardamom in Anjaw.

In an earlier awareness programme on organic cultivation and certification held in Hayuliang last year Pul has urged the Horticulture Deptt. to initiate the organic process for large cardamom immediately in Anjaw so that it becomes an alternate source of income against huge cultivation of opium for income which is prevalent in Anjaw.

The training program was attended by the Panchayat representatives, Deptt. of agriculture, NGO representatives and progressive large cardamom growers besides the Horticulture Deptt. officials.

ZP chairperson Buglelum Tega appreciated the efforts of the Horticulture Deptt. and urged them to extend their activities in other blocks of Anjaw as agri. and horti. products in Anjaw are by default an organic in nature.

Nearly 500 progressive large cardamom growers have registered for the organic certification of their cultivation lands in Chaglagam block, the hub of the large cardamom plantations in Anjaw.

 

 

VIth Sports Meet cum Miss Papum Pare Contest 2012

APPSU emerges overall champion

ITANAGAR, May 17:  All Papum Poma Students’ Union (APPSU) emerged overall Champion in the VIth Sports Meet cum Miss Papum Pare 2012 contest held at Balijan from May 12 to 15. The award for the ‘Best Discipline House’ went to All Mengio Students’ Union.

Miss Techi Nanu, an student of BA 1st year of DNGC, was crowned Miss Papum Pare, 2012. Nanu (19) of Ganga village represented the Capital Students Union (CSU) in the contest. She took away cash prize of Rs. 1 lakh as winner’s prize.

Miss Mui Tina representing All Kimin Students Union won the first runners up title along with Miss Beautiful Skin subtitle. She (21) is a B.Sc. (Botany) student of Cotton College, Guwahati. She was given cash prize of Rs.50,000.

Miss Techi Nime (20) won the 2nd Runners up title along with Miss Personality sub-title. She is a BA 1st year student of Raid Laban College, Shillong. She represented Capital Students’ Union (CSU) and hails from Ganga village. She took away  cash prize of Rs. 30,000.

The winners of various subtitles were Miss Techi Nime, Miss Taying Yazu, Tana Yaha, Miss Mui Tina, Miss Techi Yami and Miss Teli Papung. Each of them were awarded cash prize of Rs.10,000  while consolation prizes were given to other seven contestants.

The show was anchored by RJ Duyu Tabio (of Radio Oo La La).

The judge of the beauty contest were Tumter Riba, Editor of Arunachal News Network (ANN), Boni Darang, fashion designer and Chum Darang ((Miss AAPSU 2010).

MLA Techi Kaso and Balijan EAC Tai Tagu gave away the champions trophy and awards to ‘Best Discipline House’ on the valedictory function on Wednesday evening.

Skilled teachers and institutions

Dear Editor,

The recent assurance given by the central government on the establishment of more DIETS and Block Level Teacher Education Institutions (Blteis)  will enhance more skill to both in-service teacher and those who opted for teaching as a profession.

This is the right time and right approach shown by state government as the need of a skilled teacher in the state is must. The establishment of more DIETS and BLTEIS will not change the quality of a teacher but this will atleast improve the skills of a teacher. It is very sad to see that our respected teachers are not able to write even a simple application.

The recognition of private B.Ed colleges of the state will also benefit both govt. and educated unemployed youth.

The present state govt. under the leadership of CM Nabum Tuki and Education Minister Bosiram Siram is doing right job in educational sector. Establishment of university, colleges, enhancement of SSA  teacher salary are the few examples. However it will be more effective if the state govt conducts early TET Exam in the state and special priority is given to those successful candidates in the teacher recruitment.

Last but not least, to my respected teacher again “Be master in your profession”, because the society and nation is shaped by you.

Woes of contractors

Dear Editor,

As a seasonal Contractor, I would like to draw the attention of the Govt. of Arunachal Pradesh about the deduction of percentage from the fund allotted for any contractual work. As of today, the contractors of Tirap district are made to construct or supply materials at the cost of only 60% of the total cost as 40% is deducted at source making it impossible for the contractors to achieve the target as per the estimate.

Therefore, I am behalf of all the  contractors of Tirap district appeal the  Govt. of Arunachal Pradesh to have a serious look at the matter so as to have all around development in the district.

Diabetes on the rise

The World Health Statistics 2012 report, which includes data from 194 countries, states that one in three adults worldwide has raised blood pressure and one in 10 suffers from diabetes. In high-income countries, widespread diagnosis and treatment with low-cost medication have reduced mean blood pressure across populations, leading in turn to a reduction in deaths from heart disease. In Africa, however, more than 40 per cent of adults in many countries are estimated to have high blood pressure, most of them remain undiagnosed, even though many of these cases could be treated with low-cost medications, which would significantly reduce the risk of death.

An increase in obesity is also highlighted in the report as being a major health risk.

The highest obesity levels are in the Americas, with 26 per cent of adults suffering from obesity, and the lowest in the South-East Asian region, where only three per cent of the population is obese. In all parts of the world, women are more likely to be obese than men, making them more vulnerable to diabetes, cardiovascular disease and some cancers.

Hope, the health managers  would evolve a mechanism to check non-communicable diseases which currently cause almost two thirds of all deaths worldwide.
