ITANAGAR, May 17: Bharatiya Janata Party, Lower Subansiri district unit has urged
the chief secretary to enquire into alleged violation of norms while implementing
the 7 km road project from Ring road to Reru village via Mide in Ziro-
Alleging complete violation of standard norms and prescribed guidelines in implementing the road under central road fund (CRF), the Lower Subansiri district BJP in its complaint letter to Chief Secretary said that the authorities did not invite necessary open tender for the road work. Moreover, the implementation of the road project without considering the necessity of road alignment would have adverse affects in future, the BJP unit said.
The BJP unit sought the intervention of CS for proper enquiry into the alleged lapses and violation of the prescribed guidelines in awarding works. The party unit also demanded fresh tender for this CRF road project.

Efforts to keep Ziro clean

Itanagar, May 17: Governor of Arunachal Pradesh General (Retired) J J Singh briefed about the enormous potentials of Arunachal Pradesh in various sectors to eight diplomats from European countries who called on him at Rajbhavan, today.
Highlighting the natural resources of the state the Governor said most of the mountains and forests of the state with enormous natural resource are still unexplored by any people. There is huge potential for investment in hydropower, tourism, Agriculture, Horticulture and Forest based industries. What is required is only to have a local partner and technology to start with, he said.
With the proper tapping of the huge natural resources in next 10 years with improved infrastructure and road connectivity, to which the state govt. has given priority, the state will have the highest per capita income in the country and the entire map of the state will be changed, he told the ambassadors. Probing the Ecureuil AS 350 B3 crash at Luguthang that killed Late Chief Minister Dorjee Khandu, the report states that it was as a case of Controlled Flight into terrain and points serious anomalies by the Pawan Hans Helicopter Services, Air Traffic Control, Guwahati and aviation authorities at Tawang and pilots themselves.
The helicopter was flying through the clouds and there is great possibility of spatial disorientation, which could have resulted in loss of situational awareness. The pilots were not in contact with the ground and were unaware of their ground position and orientation. The workload of having to fly the helicopter and attempting to make contact with the ground added additional pressure on the pilots. It appears that in such a condition, when flying through clouds, with lack of external visual cues, the helicopter impacted the hill, the report states. The helicopter was neither cleared for IFR flight nor was it equipped with systems like weather radar or ground proximity warning systems, which could have given indications of weather or approaching terrain.
The report also points towards poor flight planning by the pilots “as they were in a hurry” and ATC. Within a span of 14 minutes, the crew tested the fuel, supervised the refueling, repositioned the helicopter and did the necessary checks at Tawang. The helicopter started up and attempted to take off by carrying out a pickup with four passengers on board. Before it was airborne, the domed chopper made three failed attempts because of overload. First OSD to CM was offloaded, followed by offloading of luggage. The third time was because the door of the helicopter was not closed and locked properly. The report stated that the deplaning of a passenger and luggage indicate that the Load and Trim were not calculated and attempting a take off without ensuring that the door of the helicopter is closed and locked is an indication of poor flying discipline. No passenger manifest of the flight was available with the Aviation Officer Tawang, or any other representative which is a violation of the laid down procedures.
The ATC at Tawang informed the pilot that the Sela pass was partially clear and Bhutan valley was clear. As per the PHHL SOP, in case of bad weather, the helicopter was to route via Bhutan valley. However, the pilots insisted on routeing via the Sela pass. The violation of SOPs, laid down orders and flying discipline is a contributory factor to the accident, the report makes it clear.
It further stated that there is a lack of consistency and understanding of operational aspects particularly to North East and Pondicherry due to non availability of permanent staff. The operational aspects are all centrally controlled at either Delhi or Mumbai. The Pawan Hans Helicopters Ltd does not have any operations personnel at the Director /GM level in the hierarchy as depicted in the organization chart to supervise conduct of Operations.
The report also states that there were no operational personnel at Tawang to brief
the flight crew about the weather condition prevailing enroute or at destination.

Opium battered Anjaw looks for alternative source

HAWAI, May 17: Opium growing farmers of Anjaw district have said they are ready to stop opium cultivation if the government gives them an alternate source of income. This was the outcome of 12 days extensive awareness campaign conducted against drug addiction and alcoholism in the district by department of Tax & Excise, Narcotics, Anjaw district.
The campaign held in major villages of Walong circle, Hawai circle, Manchal circle and Hayuliang observed that the villagers were of the opinion that opium needs to be eradicated from the Mismi Hills, but they also felt the same about liquor shops. They asked how government can ban opium and legalize the selling of bottled liquors.
“We had to explain them exclusively how opium is more harmful than liquors. First of all government employees and educated youths must stop taking opium and set an example to the villagers,” Razzeko Dele, Assistant Professor, IGG College Tezu and resource person for the campaign told this daily.
The campaign began on May 4 and comprised of staffs of Tax & Excise headed by Superintendent P Ete and Inspector Eringso Romat. Other resource person included Dr K K Singh, SMO, Hayuliang, T T Hayee, Horticulture Development Officer, Hawai and Soding Chikro Political Assistant, Anjaw district.

Rainstorm sweeps Capital, Mebo
PASIGHAT, May 17: Rainstorm lashed the state Capital on Wednesday night snapping power supply and destroying number of houses and uprooting trees. The storm that lasted for an hour damaged avenue plantations, electrical poles and fittings of Rajbhavan.
Two avenue trees were completely uprooted and several partially damaged with broken branches. The electrical poles and fittings were also affected due to falling of tree branches.
A cyclonic storm also caused damages at Birup colony here last night as rooptops and plantations were blown away.
Birup Colony Welfare Committee (Raj Nivas) appealed to the relief and rehabilitation department to grant compensation and provide temporary shelter to the affected families of the said colony. Atleast 30 families were reportedly affected by the storm.
A cyclonic storm swept across Borguli, Kiyit and Ngopok villages of Mebo circle blowing away rooftops of many thatched houses, granaries and uprooting trees and electric poles yesterday evening at around 8 pm.
The storm also caused extensive damage to the staff quarters of medical deptt. and ME School building of Borguli. However, no casualty has been reported so far. East Siang deputy commissioner Talem Tapok instructed the district relief and rehabilitation officer (DRRO) to take stock of the situation, reports DIPRO.

ITANAGAR, May 17: The Adi Students Union (AdiSU) vehemently condemned the press statements given by the Parliamentary Secretary for Hydropower on the use of police forces during the conduct of public hearings.
Describing the government statements on deployment of police forces apprehending breakdown of law and order as misleading, AdiSU in a release said that the recent assault on three boys by police near Kaying just a day before the conduct of 1000MW Naying public hearing validates the use of force to terrorize the local people for a favourable public hearing.
“The government, now in debt with the hydropower companies, is forcing upon the people to accept the projects. It is the state government’s faulty decision which has created law and order problems. It is the common people and youths who are opposing the projects and there are no hired goons and mercenaries to create law and order problem. But the government has acted as if they are like combating terrorists and has deployed such large number of forces. It is tantamount to violation of our indigenous and human rights,” the release said.
Out of the five boys, three were badly beaten up by the policemen for no fault of their own. The boys were busy repairing their punctured tyre when the police attack started, the release said.
“If this was not to create a fear psychosis among the locals of Kaying area, then what could be the reason?” it questioned

If the state government wants the project to come up, it should organize proper awareness campaigns on the both advantageous and disadvantageous of the HEPs, the students said.
Higher education dept. issues advisory
Naharlagun, May 17: Director of Higher Education Dr Joram Begi has cautioned students seeking higher education to verify credentials of institutions from competent authorities before getting admission as many fake institutions lure students for financial gains.
In an official communiqué, the Director said, “ Of late, it has been observed that a number of students are taking admission in various institutions/universities within the country and abroad for pursuing higher studies in different fields. It has been learnt that some of these institutions aren’t even recognized by the appropriate statutory bodies notified for the purpose by the Central or the State Government.” Such universities/institutions lure the innocent students by issuing misleading advertisements in the various newspapers. These Universities/Institutions cite recognition /affiliation of some statutory bodies which may not be always correct. Taking admission or pursuing studies in such universities /institutions may ruin the life of the students as the degrees awarded by them aren’t officially recognized. This will also mean unnecessary wastage of time, money, energy and hope. Many of these institutions may not provide congenial atmosphere for a good education leading to dissatisfaction and unwanted incidents bringing bad repute to our students and the State too, the statement added.
All the stakeholders, especially the students and their parents, are therefore alerted not to be misled by such advertisements. They are requested to verify the authenticity of such universities/institutions before taking admission in them through the official websites of the various statutory bodies which recognize/affiliate these institutions, Dr Begi said.

process for about 500 registered progressive large cardamom growers was organized
by the Department of Horticulture and ECOCERT in association with local based NGO-
The participants were trained in registration and documentation of individual farms, organic cultivation, principles and practices of organic crop production, training on GPS system and organic certification process through Trace Net system by Dr. Abhishek Kumar and Dr. Amit Hatti of ECOCERT, the France based international organic certifying agency having its presence in more than 120 countries.
District Horticulture Officer S.K. Gogoi informed the progressive large cardamom growers that steps has already been initiated to register the large cardamom farms in Anjaw under the banner Anjaw Organic Growers’ Federation with the ECOCERT.
It is pertaining to mention here that Amik Matai Society has been identified by ECOCERT to act as Service Provider for the organic certification process for the state of Arunachal Pradesh.
Representative of Amik Matai Society, Babim Boo urged the progressive farmers of Anjaw, especially Chaglagam block which has huge potential of large cardamom production to register themselves with the Anjaw Organic Grower’s Federation to achieve community participation in the organic certification process. He thanked MLA Kalikho Pul for encouraging the organic certification of Large Cardamom in Anjaw.
In an earlier awareness programme on organic cultivation and certification held in Hayuliang last year Pul has urged the Horticulture Deptt. to initiate the organic process for large cardamom immediately in Anjaw so that it becomes an alternate source of income against huge cultivation of opium for income which is prevalent in Anjaw.
The training program was attended by the Panchayat representatives, Deptt. of agriculture, NGO representatives and progressive large cardamom growers besides the Horticulture Deptt. officials.
ZP chairperson Buglelum Tega appreciated the efforts of the Horticulture Deptt. and urged them to extend their activities in other blocks of Anjaw as agri. and horti. products in Anjaw are by default an organic in nature.
Nearly 500 progressive large cardamom growers have registered for the organic certification of their cultivation lands in Chaglagam block, the hub of the large cardamom plantations in Anjaw.
VIth Sports Meet cum Miss Papum Pare Contest 2012
APPSU emerges overall champion
ITANAGAR, May 17: All Papum Poma Students’ Union (APPSU) emerged overall Champion in the VIth Sports Meet cum Miss Papum Pare 2012 contest held at Balijan from May 12 to 15. The award for the ‘Best Discipline House’ went to All Mengio Students’ Union.
Miss Techi Nanu, an student of BA 1st year of DNGC, was crowned Miss Papum Pare, 2012. Nanu (19) of Ganga village represented the Capital Students Union (CSU) in the contest. She took away cash prize of Rs. 1 lakh as winner’s prize.
Miss Mui Tina representing All Kimin Students Union won the first runners up title along with Miss Beautiful Skin subtitle. She (21) is a B.Sc. (Botany) student of Cotton College, Guwahati. She was given cash prize of Rs.50,000.

The winners of various subtitles were Miss Techi Nime, Miss Taying Yazu, Tana Yaha, Miss Mui Tina, Miss Techi Yami and Miss Teli Papung. Each of them were awarded cash prize of Rs.10,000 while consolation prizes were given to other seven contestants.
The show was anchored by RJ Duyu Tabio (of Radio Oo La La).
The judge of the beauty contest were Tumter Riba, Editor of Arunachal News Network (ANN), Boni Darang, fashion designer and Chum Darang ((Miss AAPSU 2010).
MLA Techi Kaso and Balijan EAC Tai Tagu gave away the champions trophy and awards to ‘Best Discipline House’ on the valedictory function on Wednesday evening.

This is the right time and right approach shown by state government as the need of a skilled teacher in the state is must. The establishment of more DIETS and BLTEIS will not change the quality of a teacher but this will atleast improve the skills of a teacher. It is very sad to see that our respected teachers are not able to write even a simple application.
The recognition of private B.Ed colleges of the state will also benefit both govt. and educated unemployed youth.
The present state govt. under the leadership of CM Nabum Tuki and Education Minister Bosiram Siram is doing right job in educational sector. Establishment of university, colleges, enhancement of SSA teacher salary are the few examples. However it will be more effective if the state govt conducts early TET Exam in the state and special priority is given to those successful candidates in the teacher recruitment.
Last but not least, to my respected teacher again “Be master in your profession”, because the society and nation is shaped by you.

Dear Editor,
As a seasonal Contractor, I would like to draw the attention of the Govt. of Arunachal Pradesh about the deduction of percentage from the fund allotted for any contractual work. As of today, the contractors of Tirap district are made to construct or supply materials at the cost of only 60% of the total cost as 40% is deducted at source making it impossible for the contractors to achieve the target as per the estimate.
Therefore, I am behalf of all the contractors of Tirap district appeal the Govt. of Arunachal Pradesh to have a serious look at the matter so as to have all around development in the district.
